After previously reporting this as a suspicious charge, I discovered what it was for: I had made a payment for a photo enforcement ticket. Now I understand what the letters PH EN were at the end of the charge description. I still don't know what LKB stands for, but I assume AZ stands for Arizona, which must be where they have a processing center. Sorry for the confusion.
