Description This looked mysterious to me as well, but I remembered that I called City of Austin utilities and had to zero out my account to transfer service. For some reason, they had to transfer me to a third party to complete the payment (I could also go through online payment, but that would have added a decent delay to complete the transfer). (edit)

Our Visa statement come up with two separate charges for FSI Austin Utilities 866 694 5861 for $103.49 each. When I call the number you listen to music after a recorded message asks you to wait for a rep and then it rings and then is silent and hangs up on you.
