This is a "Contractor Registration" fee from the Commonwealth of PA. The phone number associated with the bank debit should be: 717-787-3391 At least that is the phone number on the one I see on a client's bank statement.

This is the renewal fee for the PA Home Improvement Contractors license. It is $50.00 + $1.28 fee to use your credit card. It is legitimate - but not automatic. You must have asked for it.
