There is an online vehicle registratrion system that many smal governments use. This is service fee for renewing your Vehicle Sticker online. This fee seems to be charged on top of your tax fee for the sticker and charged by this thrid party system that your department of motor vehicles is using. There is a mention of this fee before you click submit. However, I completely agree that credit card charges need to have rules that require them to say something meaningful. These silly letters and numbers with symbols does not cut it. I received similar meaningless dibble from the Guam department of motor vehicles when I renewed my sticker.
