At 1st after checking my statement, I too was baffled as to what this was. After investigating the situation I married it up with a parking fine and realised it was a legitimate transaction. Hope this helps anyone else who may also need reassurance?
I was shocked to receive this bill...it was a fine incurred on the day of the cycle race in London and Surrey over the summer...so many roads closed and I was completely at a loss trying to get out of London, no signs up for diversions. Took a right turn when not allowed. This came up on my bank statement!

I was paid PCN for 55 and next day l see on my bank statement LBRUT Declined for 55 again. London Borough of Richmond.
