I got this strange charge on my Costco AMEX card today. I started thinking about what it could be -- I figured it out. I used the Kiosk at the Colorado DMV to renew my Colorado vehicle registration on that day. And I used my credit card to pay at the Kiosk. I don't know about the EL PASO TX part though.
