My first thought was a scam. It is legit but deceptive. Booking.com has its head office in Amsterdam. We made a booking for accommodation at an Australia hotel from Australia. The site made it look like we using Booking.com. au, when in fact it was the overseas office.
Partners on Booking BV certainly looks like a scam. Found when some other fraudulent transactions were made using my credit card number. I first thought it was Booking.com as I had just made some bookings but the amount did not corelate and all the bookings I had made were "pay on arrival".

I have a charge on my CITI card dated 2/15/25 from Partners on Booking BV NL. I have no idea what this charge is for and the CITI service person can only refer me to Partners on Booking web site.
