I figured out that, in my case at least, this isn't a scam. It's a charge for using a card at a vending machine. It shows up on my statement whenever I get a soda from the machine near my apartment office, and I always think I've been hacked until I remember buying that.
Bottle of water outside Walmart. Have to keep hydrated! Didn't have change for the machine.
