This is NOT a scam. When you purchase anything on board an Air Canada Rouge flight, you get billed for it as you can only use a credit card to pay.
I flew one way on Air Canada on April 7th then a $14.00 charge dated May 15th shows up for my debit card. I never buy stuff on the plane and a debit card charge 6 weeks later doesn't compute as it is usually taken out right away or a day or two later so I am disputing this charge with my bank.
Re: AC Rouge On Board Cafe - This is NOT a scam. This is a charge for something you've ordered on a flight. Normally non-alcoholic drinks are free but just about everything else you pay for, and they DON'T accept cash.
