Indeed, this is VPN provider mullvad, you can cancel the subscription by logging in into https://mullvad.net/en with your Mullvad account number (provided by them earlier, mine is 12 digits), they have a 'cancel subscription' button which leads to a Paypal 'cancel subscription' page. So not a hoax, just a (unwanted?) subscription.
